Abstract

The determinants of territorial occupation and crime in the Penha neighborhood, located in the metropolitan region of the city of Vitoria, begun in the 50's of the last century with the industrialization process in the State of Espírito Santo. The first name of the neighborhood was Stubborn, in reference to the constant return of the inhabitants removed from the area of risk. Currently the neighborhood is an area of environmental risk associated with high crime rate.
